1985年，一群志愿者为了寻求协助保护世界大江大河，与扩大受大坝影响社区的声音，制作了第一份《国际大坝通讯》。这份通讯後来成为了今天的《世界河流评论》，标志了国际河网(IRN)工作的开展。
